MOE Language Specialist?

Seen at the STOMP exhibition at IMM. This was the section on the Sunday column "English As It Is Broken". Ironically, this section of the exhibition has a caption which is grammatically incorrect. Someone had even attempted to correct it by striking off the extra "s" in "answers". So much for the "MOE language specialists".
